Background reminds me of Portland, Maine near the tanker docks.

The letter above George could be "Creole", but I am not sure.

I don't recognize this as being anywhere on the Delaware River or Philadelphia. Looks to be commercial fishing boats in the background to the right, perhaps a port on Delaware Bay or along the Atlantic coast.

That's right. I realise now that George is the first word for George Town. Oddly enough however, the name is in much smaller letters and quite rusty.

I think there is a name above trhe visible GEORGE and homeport is Georgetown.
