Definitely a Project 01340 'Kirovets' (PTR-50).

There is one named KARA, but has too many differences to be this one.

Pretty sure this is not the Promet-built utility vessel. Promet Engineering built an identical utility vessel for Tidewater called Fabre Tide. However, she was wrecked in 1982 and no photos seem to exist. Both Zahra and Fabre Tide would have resembled tugs or small supply boats and looked nothing like this.

Looks nothing like a Singapore-built offshore utility vessel, there's a cargo hatch. It looks more like an ex-Russian fish carrier with derricks removed.
