The 'G.T.S.' part of the name refers to the fact that the 'Atlantic'class, Project 1609, were twin gas turbine ships of enormous power to size: 2 x 25,000 hp (18400 kW).

If I remember correctly, "GTS Katie" was returning from the former Yugoslavia, carrying Canadian Army vehicles. The charterer (Dept of National Defence) was operating through a Canadian agency which had failed to pay the freight owing to the shipowner. The owner ordered the Master to remain outside Canadian territorial waters until the money was paid. The Canadian armed forces boarded the ship and towed it into port. At the time, there was talk about whether the Canadian action was legal. Presumably the recalcitrant Agent paid the Freight owed.
