Yes, this type of Poltava / Bezhitsa. A series of 55 dry cargo carriers was built in Nikolaev (10) and Kherson (45). Only built them the Soviet Union, not Ukraine. Ukraine itself for many years is not able to build anything.

AL FARWANIAH was built in Kherson not in 1973, but on August 27, 1972.

Perhaps the first one is a Bezhitza type made in Ukraine 1973. Hungary has two same type Petőfi and Ady.
