Presumably the combination of ship and floatation tanks is too wide to get into the dry dock, so it has to be progressively lightened and thus raised to get at the holes in the hull. They then get sealed so that the tanks can be removed, and the resulting 'bare' ship moved to the dry dock. Have I got it right? All very interesting.
