Yes Igor - it's true that she has recently been sold, but she was finally delivered to her original owner - Finaval - in March 2011. My comment remains valid. Owners are not taking delivery of ships, particularly tankers, as there is oversupply in the market. Many owners of newbuildings are preferring to wait until they can secure a favourable charter before taking delivery of vessels which has meant a very long wait in some instances. Kazmortransflot have specific business lined up for "Altai" and were able to secure a purchase price some $15 m below the original contract price. A stark illustration of how asset values have plummetted in the last year or so.

As shown here, vessel is complete, but as of Jan 11th 2011, she is still not in service. Lots of issues going on with many new ships at the moment, with owners not taking delivery for various reasons.
