It was reported in La Vanguardia on 29 Oct 1969, with a longer editorial on 18 November - but I didn't find anything more on whether anything resulted from the complaint.

I learned that on 12th Sept 1969 this vessel issued a claim against Barcelona Port Authorities whom ordered to shift the vessel when discharging to allow berthing of French warships. Any further information?
