Hi Cedric,
Only a few ships that I know off have this facility. The Voyager of the Seas has a permanent viewing platform on the upper open deck where you can look through windows at any time. The QM2 has a viewing area internally but only at sea in certain times. No doubt the other 'Voyager' Class ships have it also.

On recent floating hotels they probably use motorbikes instead of scooters already! Maybe in future it would be possible to teleport around the ship?
