THAT IS CORRECT, in simpler form one can see that often assembled on the front barge on the Mississippi River when power full tugs pushing 40 barges and more upstream, a ECHOSOUNDER

Yes i have an idea of what it is, the metal post secured to the bow is a sonar for hydro-graphic survey, by the looks of it the tug has been contracted out to survey the river bed, say for an underwater obstruction or measuring the depth of the channel.
