From Steve's "Ships & boats in London" blog

The vinyls applied are part of an artistic project designed to mark the 100th Anniversary of World War One and are a modern twist on the dazzle schemes used during that era. The project saw HMS PRESIDENT in London and EDMUND GARDNER in Liverpool receive individual dazzle schemes. Tobias Rehberger was the artist behind President's scheme.
