Well,,alwayshard if Navy ships are really laid up,, I see often in VEN,, no movement for 2-3 month and suddenly they move again. Same in the US, on the Mississippi River, at least 6 Navy ships from the Marine Lift Command,, but every 6 weeks they go out of the river,,make trials and come back in,,and the only way to see that is when one passes the ships at theire berth that suddenly the outer one is now the inner one.
