I don't know what is the best type pf lifeboat.

For me, it's the question of safety: on three separate occasions I've witnessed accidents involving side launched lifeboats, due to davit arms not dropping at the same speed, resulting in damaged lifeboats. In one case, the boat got itself a nice 30x30cm hole after striking the davit post, thus becoming unusable.
Davit hoisting limit switches can also malfunction, resulting in broken wire ropes leading to all sorts of nasty stuff - Maersk has experience ending in fatalities.
So, free-fall lifeboat are safer (but I remember very well hitting the back of my head when we hit the water during a free-fall boat testing, and being almost completely submerged, as someone forgot to fully close the forward hatch...) :)

Mostly new build ships has free Fall launch life boats. This ships was build in 1996. Is relatively old. I don´t think is a matter of cost putting one or another life boats.
