As of yesterday 2-1-20 she is still in this state, maybe they are still awaiting regulation permit from the authorities to scrap , dismantle the vessel on the quay.

Highly unlikely. Port security would surely prevent anyone sneaking aboard. As Emmanuel says, it's a restricted area.

What makes you think that there is someone living on her,they could only be rats ,as this is a restricted area.
