In the background is Elizabeth Holt. So the pic is pre 1965 and I would go with Tom and suggest Liverpool or across the Mersey at Birkenhead which used to play host to the Clan Line vessels..

The tugs look like Alexandra Towing, there appears to be a Clan funnel to the left and the ship directly behind the Dollard's mainmast has the colouring similar to that of the old Jugoslavia Line. Could Liverpool be a likely candidate.
