yes, those are walkways in the tanks, on both sides under the upper deck, as well as on every stringer along the aft bulkhead, and on every stringer level along the longitudinal bulkhead in the starboard tanks. As the longitudinal bulkheads have all their major brackets on one side only, port side tanks do not have the walkways there - and those walkways are for checking and maintenance of the structure.
The vessel you see here is completed - as far as Hyundai Samho yard is concerned. In about a month from now, she will be towed to Bolshoy Kamen near Vladivostok, in the Russian Far East, and completed there, so the local Zvezda shipyard can claim that it's her baby. So, I am not sure about the barriers in place near the joint, but I expect them to be good and proper. :)
Her color is misleading, maybe, but this vessel is not for Stolt, but for Rosneft. Her name is marked on the stern, not on the her aft port and starboard side in sentence case, which is usual for Stolt.
