Busan was never actually "abnormal" (and neither was entire South Korea); the authorities went for a very precise treatment (identify and isolate) of those infected, instead of broad quarantine, only schools were closed, and there was no concerts or other large public gatherings. It is opening up now, with schools starting tomorrow (and the poor kids being left without their summer holidays as the result). But, all borders are closed, and there are now mutual visa requirements between Korea and Japan, meaning that it will be some time before I visit Japan again.
