Hello MattB. This is an interesting question and the answer is most definitely. A former colleague of mine was a frequent visitor to Cap Tourmente Park (search Google Map for "Cap-Tourmente, QC") which is located not too far from where this picture was taken and there are Black Bear aplenty over there. Incidentally, there is a Canadian Coast Guard patrol boat named after this park: CCGC CAP TOURMENTE

MattB: This is a case where a picture does not tell the whole story. It was taken around Saint-Michel-de-Bellechasse (Please don't tell anyone. This is one of my secret spotting locations). What you see on the port side of the ship is a part of Orleans Island which, is sparsely populated and mostly dedicated to agriculture. I would be surprised to learn there are bears on the island. But in the mountains seen in the backgroud, definitely.
