as the newbuilt seems to be moored to 131 inboard we might look at Zhonghua Shipyard, Shanghai in 1973.
131 would be NANJING 131, a type 051 destroyer for the China East Sea Fleet completed in 1973.
The unnamed might be a sister? Looks a bit smaller?

far from being an expert by comparing the bow of the newbuilt she might be a Type 053H frigates like in these:
