The ship is named after the People's Commissar for Foreign Affairs of the USSR Maxim Maksimovich Litvinov (1876 - 1951). M.M. Litvinov served as People's Commissar for Foreign Affairs from 1930 to 1939, Ambassador Extraordinary and Plenipotentiary of the USSR to the United States from 1941 to 1943. In September 1943, he headed the newly created Commission for Peace Treaties and the Post-War System under the People's Commissariat for Foreign Affairs of the USSR. Retired since 1946.
