This is another "Arc7" type LNG tanker capable of ice-breaking for Sovcomflot, hull No. 2514. She looks weird because she's missing her engine casing/aft bridge, the first time I see this type of vessel afloat without it, perhaps one of the consequences of this project being cancelled...
I'm sure that she'll be completed eventually, perhaps for a different owner.
