In this case it looks like the name says CLOVERBANK an oddity that Malcolm Cranfield already noticed in the description of his shot of the ship in PIL colours.

I've seen it happen the other way - name change and then the funnel painted in the next port.
I find the lifeboat in the foreground more interesting.

The photo was taken from a Soviet ship. Perhaps the boat was launched from a Soviet ship.

Boats of this type were supplied to Soviet merchant ships. And it looks like the port of registry on the boat is indicated as Zhdanov (Жданов).
Perhaps Manfred is right, at least there was a qualified doctor on the staff of the crew of Soviet ships.

Could be some medical assistance, the lifeboat is quite large, maybe from a passenger ship with a doctor.

Most likely the name will start with Kota, but then it is too blurred to identify the ship from there.
