The case you mentioned was apparently an earlier call into Dakar. The picture was clearly taken in the second half of the summer of 2001.

According to "Les Frégates Furtives Type La Fayette" this picture was most likely taken on 25th September 1997, when she called at Dakar. It says on page 70 "Il fait escale à Dakar le 25 septembre puis relevé le Floréal, au mouillage au large de Pointe-Noire le 1er Octobre." Roughly translated it says "She called at Dakar on 25 September and then relieved the Floreal, at anchor off Pointe-Noire on 1 October."
