Her hull is not cleaned and painted after dry dock or this is just the old photo quality ?

With the large cranes in attendance, it could well be that this was unplanned repair work & as Pieter says, a hull paint job was not done at this time.

See the shot of her I posted, she was being attended by a floating crane at the entrance of the drydock, which was flooded. I don't know whether she actually was set dry, in those days I did not visit that area on a daily basis. It could well be that a new paint job was not planned during this visit.
