Probably crew was cleaning the cargo holds after discharging, incl. washing. So in order to get everything dry again ventilation is necessary

Surely there must be some regulation against this dangerous practice of being underway with hatches open?

General advise from ship insurers:
'Never open hatch covers at sea unless absolutely essential or keep them unattended if opened. Ensure the gains outweigh the risks.'
Not sure about SOLAS rules though.
