Manfred has kindly supplied the location as: Beaumont Anchorage, McFadden Bend Cut Off, River Neches, Texas, USA

Circa 1966-1969.
Clearly, a view of one of the US MARAD's National Defense Reserve Fleet. But which one?

I have looked on Google maps and consider the most likely location to be either Suisun Bay or the James River, but can anybody confirm an exact location please?

However, identifying any ships will be a task!

Copied from a slide, which was amongst a batch taken while the photographer was serving on the "KIRSTEN SKOU" - IMO 5424445

Thanks again Manfred, the location seems to be correct.
That narrow and long 'island' divides the river - perhaps on this side it is a deeper channel for transiting ships..?
I cannot find the same 'island' on today's google map, but it may well have been dredged away, washed away, or it was high tide!

I will change the title accordingly.

High tide was likely when Google made the shot, those 'islands' are still there as on this official chart:
