On the left is the stern of the dry cargo ship NORMANDIE (IMO 6410489): https://www.shipspotting.com/photos/1164139
I think the ship has been abandoned in Dakar. At least, there was no lighting at night, and no people were visible at day during August.
Google earth images show that the ship was still berthing in the same place (14°41′25.60″ N; 17°25′44.75″ W) on September 19, 2002.
