but why do the hold covers look so rusty?

They've just loaded iron ore with the vessel port side to the berth, so the port side of the hatch covers and the deck catch all the spillage. Prior to pilot transfer they hose down the helicopter hatch and the hatches either side to minimise dust for the helicopter. The crew will complete the cleaning later.
